Initial release: Do Better Norge Legal Tools Hub

Five MVP tools (Ask, Search, Summarize, Timeline, Redact) with
email+password auth, Azure OpenAI gateway, evidence trail panel,
and process-and-forget privacy default.

+Create the passcode hash with:
